Hydroquinone has been formulated for many years into creams, lotions, and gels to produce effective skin-lightening products. In the European Union, skin lighteners containing hydroquinone are now regulated as drugs rather than cosmetics and must be approved by the available authoritative body of European Member States for pharmaceutical products.
